People need protection from others and from those in power. A ruler must protect people and address wrongdoing. Punishment should fit the crime, whoever has committed it. Fear of blame should not stop a ruler from doing this work.

Protect the public and give suitable punishment for crimes, whoever commits them.

Your role is to protect others and act fairly. Do not avoid dealing with wrongdoing just because someone may blame you.
